I am directed by Secretary Sir Edward Grey to
acknowledge the receipt of your letter of the 27th in-
stant enclosing a telegram from The Governor of Hong-
kong respecting a murder committed by an American
Citizen in that Colony.
I am to enclose for the information of The Earl
of Elgin an extract from Mr. John Bassett Moore's work
on Extradition-to which reference is made in the Gov-
ernor's telegram which recites the views of the
United States Government on a somewhat similar case
which arose in 1874.
Sir Edward Grey is unaware of any reasons for
contesting the soundness of the contention advanced by
the United States Government on that occasion, and
as at present advised, does not therefore see on what
